Article 13 of Chapter 58 of the General Statutes was enacted in 1945 by the General Assembly of North Carolina. Prior to that time the Commissioner had no power to fix or regulate rates for fire insurance (Statement of Governor J. Melville Broughton in appointing the Commission on Revision of the Insurance Laws of North Carolina as contained in report of said Commission to Governor R. Gregg Cherry, 30 January 1945).
