This case involves a question of the jurisdiction of the Public Utilities Commission (Commission) to hear two identical applications by Colorado Transportation Company "for clarification or extension" of its authority under Certificates Nos. 55 and 56. The applications were consolidated for hearing and have been treated as one throughout all proceedings, both in the Commission and before the district court.
