Plaintiff-Appellant filed suit against the State of Louisiana, through the Board of Commissioners of the Port of New Orleans, referred to hereinafter as the "Dock Board", for injuries allegedly sustained during the course of his employment by Delta Steamship Lines, Inc., referred to hereinafter as "Delta", as a cargo checker on the Poydras Street Wharf in New Orleans on October 21, 1964, which suit was authorized by House Concurrent Resolution No. 47...
