This is an appeal by plaintiff, a public official, from an order granting summary judgment to defendant newspaper publisher on the basis that there was no genuine issue as to "actual malice" as required by New York Times Co. v. Sullivan, 376 U.S. 254, 84 S.Ct. 710, 11 L.Ed.2d 686 (1964).
