I. BACKGROUND

The plaintiffs in these cases are Tabu Walyd and Mumtaz Walyd, the two minor sons of Khalyd Walyd who is named in the actions as their father and "next of friend." They are suing two police officers of the City of Milwaukee, Wisconsin, Michael S.
