Williams, filed a motion for judgment against the defendants, Chesapeake Bay Bridge and Tunnel District, hereinafter referred to as the District, and Virginia National Bank, Trustee, to recover $1,081.37 alleged to be due him in severance benefits under a resolution adopted by the Chesapeake Bay Bridge and Tunnel Commission, the governing body of the District, hereinafter referred to as the Commission.
