Defendant, George Carroll, was charged with operating a motor vehicle at 80 miles per hour on Interstate Route 81 where the speed limit is 65 miles per hour, on December 10, 1967.

The charge was brought under The Vehicle Code of April 29, 1959, P. L. 58, sec. 1002(b) (9), as amended, 75 PS §1002(b) (9), which provides as follows:
