On March 1, 1963, the plaintiff, Henry Jacobson, was the owner of a lot of land situated at the intersection of Chaplin Street and College Avenue, in the City of Waterville, on which is the Hotel Cassini. On that date College Avenue was a two-way street and plaintiff's hotel could be reached directly by both north bound and south bound traffic on the avenue.
