This is an appeal from a judgment affirming an order of the Excise Commissioner of the City of St. Louis (Commissioner) denying the application of Tom Boy, Inc., (Tom Boy) for renewal of its license to sell 5% beer at wholesale in the City of St. Louis. Tom Boy sought review of the Commissioner's order in the circuit court of the City of St. Louis pursuant to Chapter 536, RSMo 1959.
