These three cases were recently filed in the United States District Court for Delaware.1 The jurisdiction of this Court is properly invoked pursuant to 28 U.S.C. Sec. 1343(3), (4), and 2284 and 42 U.S.C. Sec. 1981, 1983 & 1988.

The plaintiff in each case is alleged to be a qualified resident voter of one of the three counties of the State...
