OPINION BY MR. JUSTICE COHEN, August 6, 1968:

Section 8-100 of the Home Rule Charter of the City of Philadelphia, provides as follows: "Fiscal Year. For the present, the City's fiscal year shall be the calendar year but the Council may by ordinance adopt a different fiscal year.
