By virtue of its constitution and federal statutes in the nature of a compact, Puerto Rico has the status of an "Estado Libre Asociado," or Commonwealth. Act of July 3, 1950, 48 U.S.C. §§ 731b-e; Jt.Res. of July 3, 1952, 66 Stat. 327; P.R.Const. art. I, § 1. In 1966, because of active political discussion concerning modification of this status, the Legislature decided to conduct a poll or plebiscite of the voters of Puerto Rico...
