This case arises out of the entry of the United States into the installment credit business.1 On April 20, 1966 John Calvin Barlean and Betty Lou Barlean filed a petition in bankruptcy. On May 10, 1966 the first meeting of creditors was held and the Barleans were granted permission to pay the filing fees of $100.00 in installments. The last installment was due October 20, 1966...
