Defendant made application for the writ of prohibition in order to determine whether criminal proceedings could be instituted against him because he was over the age of eighteen at the time of his arrest, notwithstanding that he was under eighteen at the time of the alleged offenses. The state contends, however, that this issue cannot be reached because no basis has been established for the issuance of the writ...
