This is an appeal by plaintiffs from an order dismissing their complaint. The substance of the issue before us is whether cities and counties are prevented by RCW 18.53.160 from contracting on behalf of their employees with health-care service contractors who, inter alia, provide ocular care, but who do not accept the services of licensed optometrists.
