The plaintiff applied to the planning commission of the city of Norwalk for review and approval of a proposed residential development to be located in a B residence zone on a tract of land approximately 8.52 acres in area. The easterly portion of the plaintiff's tract is on the boundary line between the city of Norwalk and the town of Westport.
