PER CURIAM:

In the summer of 1967 we entered decrees in exact conformity with the model decree as set forth just shortly before by the Fifth Circuit in Jefferson.1

The question for decision is whether under all the circumstances here present the "freedom of Choice plans," which defendant school boards were compelled, under court order, to put into effect in the fall of 1967, constitute adequate compliance with the Board...
