Appellant (Manor) agreed to sell appellee (Zamoiski) a 6 acre site in its industrial park in Prince George's County for $135,000. The contract called for Manor to convey to Zamoiski a fee simple title "clear of all liens and encumbrances." Zamoiski contends that the unpaid benefit charge ($10,130.76) of the Washington Suburban Sanitary Commission (WSSC) for sewer and water...
