This case began when the state commissioner of welfare filed in the Circuit Court a petition for an order requiring the defendant to contribute to the support of a child who, having been committed to the care and custody of the welfare commissioner by the Juvenile Court, was the beneficiary of state welfare assistance. The petition alleged that the child was committed, that the state had expended $3913.11 for her support, that the defendant is the father...
