These proceedings originated in a petition of the town of Fairlee to the public service board. The town's complaint alleged the defendant railroad had failed to comply with certain statutory requirements in the maintenance of its right of way in the town of Fairlee. The petition states that residents of the town of Fairlee, conducting farming operations adjacent to the defendant's track, have been prevented from using their land for pasturing...
