An action in mandamus has been filed in this court by The Akron Law Library Association (a county law library association), in the name of the state of Ohio. The relator herein is called "Library." The respondents are public officials of the cities, villages, townships, and Municipal Courts located in Summit County. Such respondents are mainly those into whose custody fines and penalties are paid, and bail bonds and recognizances
