This matter is before us on a petition for review by an employer who objects to the classification of risk of three of his employes for the purposes of workmen's compensation insurance. The proceeding arises under section 654 of The Insurance Company Law of May 17, 1921, P. L. 682, as amended, 40 PS §814.1
