Westchester Plastics of Ohio, Inc., the petitioners to this court, and the Union, United Electrical Radio and Machine Workers of America, on January 19, 1966, executed a stipulation for certification on the basis of a consent election. The consent election was held on February 4, 1966, and all 41 of the eligible voters cast ballots.
