On March 19, 1962, the M/V JEAN A, owned and operated by defendant was brought to the Halter Marine Service Shipyard for minor repairs prior to a United States Coast Guard inspection. The vessel was to be painted, and, in order for this to be properly done, it was necessary to chip or grind down "burrs," minute projections of metal, preparatory to painting.
