They petition this Court under Section 19(b) of the Natural Gas Act (15 U.S.C. § 717r(b)) to review an order of the Federal Power Commission issued July 7, 1967, "insofar as those orders suspended the effectiveness of Petitioners' proposed increased rates for five months and precluded Petitioners from collecting the rates...
