This appeal, by defendant Allstate Insurance Company (Allstate), is from the judgment of the trial court in favor of appellant's insured, Cecil C. Ranzino, decreeing said insured entitled to damages, penalties and attorney's fees for appellant's asserted arbitrary failure to timely settle a claim for collision damages to plaintiff's automobile.
