MARIS, Circuit Judge:

This is an appeal by the defendant Canute A. Brodhurst, editor and publisher of a daily newspaper, the St. Croix Avis, and the defendant Jerome Dreyer, its managing editor, from a judgment entered in the Municipal Court under which each defendant was fined the sum of $100.00 upon the finding by the court that the defendants, in violation of section 2511 of title 5, V.I.C., had made public in the St. Croix Avis, without authorization...
