We review an order of the Federal Communications Commission, entered without hearing and over the dissent of three Commissioners, granting a modification of Coral Television Corporation's permit to construct a television broadcast facility in South Miami, Florida. The order also rejected the Petition to Deny of L. B. Wilson, Inc., the licensee of a television station in Miami.1 Wilson had alleged that Coral's principals...
