Pursuant to Chapter 99 of the Kentucky Revised Statutes an urban renewal and redevelopment agency was created in the City of Maysville. Being unable to contract with the several appellants, it brought suit in the circuit court to condemn their three houses and the land on which they are situated. KRS 99.420(1).
