Westinghouse Electric Corporation (herein the "Company") has petitioned this court for review, and the National Labor Relations Board has cross-petitioned for enforcement of the Board's order of March 20, 1967 (163 NLRB No. 62), finding the Company guilty of violating Section 8(a) (5) and (1) of the National Labor Relations Act, as amended (29 U.S.C. § 158(a) (5) and (1)) by refusing to bargain with the Union*
