Ronald Vernon Cowans, petitioner, is presently incarcerated in the Maryland Penitentiary as the result of a 1963 trial and conviction in the Criminal Court of Baltimore City. Petitioner entered a plea of not guilty to two counts of robbery but was found guilty as to both counts on December 11, 1963 by Judge Reuben Oppenheimer sitting without a jury.
