OPINION

Two lifeguards, Donald E. Thomas and John F. Wynn, Jr., employed at a public swimming pool in Washington, D. C., known as the Banneker Swimming Pool, received an electric shock while trying to assist a swimmer who had been similarly stricken. As a result Thomas died, while Wynn sustained personal injuries.
