The Federal Maritime Commission sues to enforce a subpoena issued pursuant to Section 27 of the Shipping Act of 1916, 46 U.S.C. § 826, to Zim Israel Navigation Co., Ltd. (hereinafter Zim), a common carrier by water engaged in the transportation of cargoes between ports in the Far East and ports on the East Coast of the United States.
