On November 25, 1958, Columbia Casualty Company ("Columbia") filed suit asking for a declaratory judgment that it was not liable on a contract bond issued on May 13, 1958, to cover construction to be performed by Consolidated Shipping Company for Louisiana Shipbuilding Corporation ("Louisiana").
