This is an appeal by the Yellow Cab Company of Providence, hereinafter called the petitioner, from a decision of the public utility hearing board ordering the issuance of a certificate of public convenience and necessity to Walter O. DiSanto, hereinafter called the applicant, which authorizes him to operate a taxicab within the city of Providence.
