Schell, a machinist's helper in the marine mechanical department of The Chesapeake and Ohio Railway Company, was injured while working aboard the C. & O. tug GEORGE W. STEVENS on April 12, 1965, when he slipped on stairs. At the time in question the tug was docked at Finger Pier, Newport News, Virginia, in navigable waters.
