In each case, plaintiff is a duly elected, qualified, and acting justice of the peace, Justice Hutter in Ingham county and Justice Case in Benzie county. By actions in their respective county circuit courts, each justice sought to recover an accumulation of 60 cent fees for preparation of certificates...
