Plaintiffs seek recovery for damage to their home allegedly caused by the negligence of H. Burton Elliott, Inc., and the Camden-Wyoming Sewer and Water Authority. The Authority is a body politic and corporate organized pursuant to 16 Del.C.Ann., Ch. 14, which authorized the formation of such authorities by municipalities for the purpose of constructing sewer and/or water facilities.
