The Workmen's Compensation Board awarded David Gibbons compensation for total and permanent disability from silicosis to be paid by the Special Fund with medical expenses, not exceeding $2500, to be paid by his employer, Moore Mining Company. The circuit court modified the award by absolving the Special Fund from liability because the Special Fund provisions of the Workmen's Compensation Act were not in effect until after Gibbons quit working, and...
