This action involves an American manufacturer's protest filed pursuant to 19 U.S.C.A. section 1516 (section 516, Tariff Act of 1930) contesting the classification of certain footwear as "turn or turned footwear" under item 700.20 of the Tariff Schedules of the United States, with duty assessed thereon at the rate of 5 per centum ad valorem.
