Respondent, the H. W. Elson Bottling Company, operated two small plants for bottling soft drinks. Both plants were in Michigan's Upper Peninsula — one at Marquette and one at Ishpeming. Between the two plants respondent had about 23 employees, nine of whom were college students whom the National Labor Relations Board characterized as "regular part-time employees."
