This expropriation proceeding concerns the construction of a controlled-access highway known as I-55 which parallels the present U. S. Highway 51 (Ponchatoula-Manchaca) in the Parish of Tangipahoa, Louisiana. The State of Louisiana, through the Department of Highways, hereinafter referred to as Department, seeks title to some 39 lots abutting U. S. Highway 51 and owned by defendant, Charles S. Potter.
