This is the second time this case has been here on appeal. On the first appeal the judgment in favor of plaintiffs-appellees was affirmed in all respects, except for the cross-appeal of plaintiffs taken pursuant to Rule 17(2) of the Rules of the Supreme Court of the State of New Mexico.
