Invoking the jurisdiction of this Court pursuant to the provisions of Const 1963, art 3, § 8,1 the governor has requested our opinion whether PA 1966, No 2612 violates Const 1963, art 7, § 7.

Article 7, § 7, reads as follows:

"A board of supervisors shall be established in each organized county consisting of one member from each organized township...
