The merchandise involved in the case at bar is described on the invoice as "A.C.T.H. (Cortrophin Powder C.M.C.)", and consists of certain adreno-corticotrophic hormones commonly known and referred to as "ACTH", used in medicine for the treatment of certain diseases.

The importation in question was classified for duty under paragraph 5 of the Tariff Act of 1930, as modified by the Torquay Protocol to the General Agreement on Tariffs and Trade...
