May a person under the age of sixteen years and therefore not qualified to obtain a motor vehicle operator's license maintain a cause of action for injuries sustained while operating a vehicle on the highway? The circuit court held that such a person is "incompetent as a matter of law" and therefore has no cause of action. This appeal followed.
