This is an action brought by the plaintiff-appellants for a declaratory judgment to determine the value of legal services rendered by Ewing Emison, deceased, in the establishment and construction of a levee. The Brevoort Levee Committee, appellees herein, were the original defendants, and the remaining nine appellees were permitted to intervene below.
