Rulings in a suit to require the issuance of a conditional use permit for construction of a shopping center resulted in this appeal and cross appeal. The suit was filed in the Superior Court of DeKalb County by A. A. B. Corporation against Brince Manning, Chairman, and others, as members of the board of commissioners of roads and revenues of that county, and also against the county.
