Petitioner, presently bound over in the Lynchburg City Jail pending retrial on two indictments of rape and one of robbery, has applied to this Court for a writ of habeas corpus. He claims two substantive grounds of relief: first, that his prolonged detention is improper and, second, that the persistent denial of bail by state authorities is inconsistent with the Eighth and the Fourteenth Amendments to the United States Constitution...
