The plaintiff, appellant here, is a captain in the fire department of the City of Tucson, having been employed as a fireman since 1942. During the time when he was so employed, but, as he alleges, during his off-hours, the plaintiff conceived an idea or system for the faster locating of fires. This system was presented to appropriate officials in the fire department and was put to use by the city. Plaintiff asked to be paid for the reasonable value...
